ABSTRACT: In the ongoing process of building a digital China and modernizing grassroots governance, the integration of digital dissemination of civil affairs culture and smart community services has become an important issue for grassroots organizations in promoting digital practices. This paper takes the Uses and Gratifications theory as its main research perspective and uses a series of practices such as digital deliberation, “Charity Shop,” and “Friends Club” in Keqiao District, Shaoxing City as specific case studies. Employing various research methods including literature review, case analysis, and policy text analysis, this paper conducts an in-depth analysis and discussion of the integration mechanism between digital dissemination of civil affairs culture and smart community services. The research results show that the integration between digital dissemination of civil affairs culture and smart community services is mainly reflected in three different levels: First, at the level of the interaction mechanism, residents gradually transform from simply receiving information to becoming important participants in community governance, gradually forming a positive pattern of collaborative governance; second, at the level of the content mechanism, civil affairs culture gradually transforms from abstract propaganda content into scenario-based, practical outreach, and is truly embedded in residents’ daily service processes; third, at the level of the feedback mechanism, through accurate identification of residents’ needs, timely platform response, and effective offline implementation, a complete and closed-loop governance model is formed. This article extends and applies the Uses and Gratifications theory to the relevant field of community governance, and also reveals the core role of residents’ needs in the integration of civil affairs culture digital dissemination and community smart services. It provides some reference and guidance for other similar regions to promote the deep integration of civil affairs culture and community smart services and optimize the overall path of grassroots governance.
