        <p>The process by which an incoming electromagnetic activation becomes a physically perceived reality remains an open ontological question. The present work proposes a hierarchical cosmological framework in which physical reality emerges from a more fundamental cosmological level, much as biological, psychological, and intellectual realities emerge from their respective substrates. The work proceeds from the philosophical assumption that nature is not partial and therefore that the different levels of reality should exhibit continuity in their modes of emergence and realization. Within this framework, electromagnetic waves are interpreted as energy-capable cosmological fields propagating through a cosmological space-fabric, becoming physical energy upon reception by a physical entity. This transition is viewed as parallel to the way sensing-capable physical energies give rise to biological sensations, although the incoming activation itself is not yet the realized phenomenon. The paper examines the bridge between lower-level capability and higher-level realization. In doing so, it offers alternative interpretations of the structure of space, electromagnetic propagation, and the distinction between E- and B-fields. The framework is limited to pre-physical reality and therefore does not affect the empirical results or the mathematical structure of Maxwellian electromagnetism. Rather, it offers an ontological interpretation of the processes proposed to precede physical perception.</p>

      <title>1. Introduction</title>
      <p>Throughout the history of scientific development, new theories have continuously expanded our understanding of reality. Each successful theory not only resolves existing questions but also reveals new mysteries of nature. In some situations, progress requires not only extending established ideas but also re-examining the assumptions upon which those ideas are built. Such reconsideration does not reject established observations or successful theories; rather, it explores alternative ways of interpreting them, as suggested by van Fraassen [[<xref ref-type="bibr" rid="B1">1</xref>]] and also Ladyman&amp; Ross [[<xref ref-type="bibr" rid="B2">2</xref>]]. </p>
      <p>The present work proceeds from the philosophical assumption that nature is not partial. Consequently, the different levels of reality are expected to exhibit continuity in their modes of emergence and realization rather than being completely disconnected domains. It proposes that reality is not limited to a single physical domain but is organized hierarchically into intellectual, psychological, biological, physical, and cosmological levels, similar to Philip W. Anderson [[<xref ref-type="bibr" rid="B3">3</xref>]] and L. von. Bertalanffy [[<xref ref-type="bibr" rid="B4">4</xref>]]. In this hierarchy, the cosmological and physical levels are distinct, just as the psychological level differs from the biological level and the biological level differs from the physical level. The work develops this proposal and examines its implications for the nature of electromagnetic propagation and physical perception. </p>
      <p>Within this framework, electromagnetic waves are interpreted as energy-capable cosmological fields propagating through a cosmological space fabric. The space fabric is proposed to consist of four foundational attributes that remain balanced within the medium and also participate in the structure of the propagating field. The central question addressed by the paper is how an energy-capable cosmological field becomes physically realized as energy when received by a physical entity.</p>
      <p>The proposed transition follows the same hierarchical pattern observed throughout the levels of reality. Just as biological sensations may be emotion-capable without themselves being emotions, and psychological emotions may be interpretation-capable without themselves being interpretations, energy-capable cosmological fields are proposed to precede the realization of physical energy. Physical energy, therefore, appears not as the propagating field itself, but as the realized outcome of its interaction with a physical receiver.</p>
      <p>The scope of the paper is limited to the causal ontology of physical perception. The discussion concerns the processes proposed to occur prior to physical perception and therefore does not alter the mathematical structure or empirical success of Maxwellian electromagnetism [[<xref ref-type="bibr" rid="B5">5</xref>]], which is based upon physically observed phenomena. The present work addresses the realization of physical energy from energy-capable cosmological fields and does not attempt to explain the origin or evolution of rest mass. Its purpose is to examine the ontological assumptions underlying physical perception while preserving the established observational results of physics.</p>
    </sec>
    <sec id="sec2">
      <title>2. HIERARCHICAL LEVELS OF REALITY</title>
      <sec id="sec2dot1">
        <title>2.1. Brief Explanation</title>
        <p>The proposed hierarchy consists of five observable levels of reality: the Cosmological Level, the Physical Level, the Biological Level, the Psychological Level, and the Intellectual Level (<xref ref-type="fig" rid="fig1">Figure 1</xref>). There may be higher and lower levels beyond human perception, but these five levels appear to be directly or indirectly accessible to human understanding.</p>
        <p>The present work accepts the principle of emergence commonly employed in mainstream science [[<xref ref-type="bibr" rid="B3">3</xref>], [<xref ref-type="bibr" rid="B4">4</xref>]] and discussed more broadly in contemporary emergence studies [[<xref ref-type="bibr" rid="B6">6</xref>]], but extends it one level deeper. Mainstream science generally regards biological reality as emerging from physical reality and psychological reality as emerging from biological reality. The present work proposes that physical reality likewise emerges from a deeper cosmological reality. The difference, therefore, lies not in the logic of emergence but in the identification of the fundamental level.</p>
        <p>Each level evolves upon the foundation of the preceding level. Its raw material and supporting substrate are derived from the immediately lower level, while its organization and operation belong to the level itself. A higher level, therefore, does not replace the lower level but remains nested within it. Consequently, a human being simultaneously possesses cosmological, physical, biological, psychological, and intellectual reality.</p>
        <p>The emergence of the hierarchy may be understood as a progressive evolution of reality. Cosmological entities give rise to physical entities, physical entities give rise to biological entities, biological entities give rise to psychological entities, and psychological entities give rise to intellectual entities. Each level transforms the capable manifestations of the preceding level into its own form of reality.</p>
        <p>This relationship may be perceived throughout the hierarchy. Biological entities utilize sensing-capable physical energies to form sensations. Psychological entities utilize emotion-capable biological sensations to form emotions. Intellectual entities utilize interpretation-capable psychological emotions to form interpretations.</p>
        <p>A common pattern, therefore, emerges: every level depends upon the capable manifestations of the immediately lower level as its substrate and source of activation.</p>
        <p>By parallel inference [[<xref ref-type="bibr" rid="B7">7</xref>], [<xref ref-type="bibr" rid="B8">8</xref>]], the same reasoning may be extended one level deeper, saying physical reality may likewise emerge from a deeper cosmological reality.</p>
        <p>The present work, therefore, proposes that physical entities utilize energy-capable cosmological fields in the realization of physical energy. In this view, the cosmological level is not an additional physical layer but the foundational level from which physical reality emerges. This extension follows from the assumption that nature is not partial across its levels of organization [[<xref ref-type="bibr" rid="B7">7</xref>], [<xref ref-type="bibr" rid="B8">8</xref>]]. If intellectual, psychological, biological, and physical realities emerge through hierarchical transitions, then the physical level itself may reasonably be expected to emerge from a preceding cosmological level governed by a similar relationship.</p>
        <p>Accordingly, the hierarchy may be summarized as:</p>
        <p>Cosmological fields → Physical energies → Biological sensations → Psychological emotions → Intellectual interpretations [[<xref ref-type="bibr" rid="B9">9</xref>]] (<xref ref-type="fig" rid="fig1">Figure 1</xref>).</p>
        <p>This sequence is not merely a classification of phenomena but a hierarchy of dependence and activation. Each level employs the capable manifestations of the preceding level as its raw material, transforming them into its own mode of reality.</p>
        <p>A simple illustration may be found in communication. A receiver converts electromagnetic waves into physical sound. The sound is received biologically as emotion-capable phonemes, psychologically as interpretation-capable emotions, and intellectually as interpreted meaning [[<xref ref-type="bibr" rid="B10">10</xref>]]. The same activation therefore appears differently at different levels of reality while preserving continuity throughout the hierarchy.</p>
        <p>The proposal does not reject the emergent hierarchy accepted in mainstream science. Rather, it extends that hierarchy one level deeper by shifting the fundamental level from the physical domain to the cosmological domain.</p>
        <p>The argument is further supported by a hierarchical principle of interaction. Distinct intellectual entities interact through a psychological substrate. Distinct psychological entities interact through a biological substrate. Distinct biological entities interact through a physical substrate. By extension, distinct physical entities interact through a cosmological substrate.</p>
        <p>Throughout the hierarchy, interaction occurs through the substrate of the immediately lower level (<xref ref-type="fig" rid="fig1">Figure 1</xref>). The interaction medium, therefore, lies at a deeper level than the interacting entities themselves. Consequently, the physical fields observed in space are interpreted not as fundamental physical entities but as manifestations of an underlying cosmological substrate.</p>
        <p>In this framework, the fields that occupy spacetime constitute the cosmological medium through which physical interactions are possible. Physical reality is therefore viewed not as the foundation of reality but as an organized manifestation emerging within a deeper cosmological reality.</p>
      </sec>
      <sec id="sec2dot2">
        <title>2.2. Conceptual Clarifications</title>
        <p>2.2.1. Is the Proposed Cosmological Level Directly Perceptible?</p>
        <p>A possible objection is that the proposed cosmological level is not directly perceptible and therefore cannot be accepted as real. The present work does not claim direct perception of the cosmological substrate. Rather, its existence is inferred from the hierarchical structure of reality. Similar reasoning is commonly employed throughout science. Biological sensations are not directly perceptible through physical measurements, and psychological emotions are not directly perceptible through biological tissues. Their existence is inferred from their manifestations. Likewise, the cosmological substrate is inferred from the physical phenomena that emerge from it.</p>

        <p>2.2.2. Is Inference a Valid Form of Proof?</p>
        <p>The proposed hierarchy relies primarily upon inference. In both Eastern and Western philosophical traditions, inference is recognized as a valid means of acquiring knowledge. Nyāya philosophy recognizes inference (<italic>anumāna</italic>) as a valid <italic>pramā</italic><italic>ṇ</italic><italic>a</italic>[[<xref ref-type="bibr" rid="B11">11</xref>]], while modern philosophy of science regularly employs analogical and parallel reasoning [[<xref ref-type="bibr" rid="B7">7</xref>], [<xref ref-type="bibr" rid="B8">8</xref>]]. Many accepted scientific explanations, including the Big Bang model, are inferred from present observations rather than being directly observed. The present work similarly employs inference to extend the observed hierarchy one level deeper.</p>
        <p>2.2.3. Why Extend the Hierarchy beyond the Physical Level?</p>
        <p>Mainstream science generally accepts that biological reality emerges from physical reality and that psychological reality emerges from biological reality [[<xref ref-type="bibr" rid="B3">3</xref>]]. The present work accepts this principle of emergence. It extends the same reasoning one level deeper. If intellectual interpretations emerge from psychological emotions, psychological emotions emerge from biological sensations, and biological sensations emerge from physical energies, then physical energies may likewise emerge from cosmological fields. The difference therefore lies not in the logic of emergence but in the identification of the fundamental level.</p>
        <p>2.2.4. Why Should Reality Require a Lower-Level Substrate?</p>
        <p>The hierarchy proposed in this work is based upon a common principle: each level depends upon the capable manifestations of the immediately lower level as its substrate and raw material. Intellectual reality depends upon interpretation-capable psychological emotions. Psychological reality depends upon emotion-capable biological sensations. Biological reality depends upon sensing-capable physical energies. By extension, physical reality is proposed to depend upon energy-capable cosmological fields. The hierarchy therefore represents a structure of dependence rather than merely a classification of phenomena.</p>
        <p>2.2.5. Why Must Physical Entities Interact through a Cosmological Substrate?</p>
        <p>The present work proposes a hierarchical principle of interaction. Distinct intellectual entities interact through a psychological substrate. Distinct psychological entities interact through a biological substrate. Distinct biological entities interact through a physical substrate. By extension, distinct physical entities interact through a cosmological substrate. Throughout the hierarchy, interaction occurs through the substrate of the immediately lower level. The interaction medium therefore belongs to a deeper level than the interacting entities themselves.</p>
        <p>2.2.6. Is the Cosmological Substrate Another Ether?</p>
        <p>The present work does not propose a physical ether. Historically, ether theories treated the propagation medium as a physical substance [[<xref ref-type="bibr" rid="B12">12</xref>]]. The cosmological substrate proposed here is not a physical constituent of the universe. Rather, it is the foundational level from which physical entities and physical fields emerge. Consequently, the cosmological substrate should not be identified with the classical ether concept.</p>
        <p>2.2.7. Does the Michelson-Morley Experiment Refute the Proposal?</p>
        <p>The Michelson-Morley experiment is commonly interpreted as ruling out a stationary physical propagation medium [[<xref ref-type="bibr" rid="B13">13</xref>]]. The present work accepts this conclusion. However, the cosmological substrate proposed here is not a physical constituent of the universe but the deeper level from which physical entities and physical fields emerge. Consequently, the experiment does not directly address the present proposal.</p>
        <p>2.2.8. What Is the Evidence for a Cosmological Substrate?</p>
        <p>The evidence proposed in this work is indirect rather than direct. Physical entities continuously interact via electromagnetic waves, electromagnetic forces, and attraction and repulsion. These interactions are interpreted as manifestations of underlying cosmological fields. The cosmological substrate is therefore inferred from the existence and operation of these physical interactions, in the same manner that biological, psychological, and intellectual realities are inferred from their observable manifestations.</p>
        <p>2.2.9. Why Are There Exactly Five Levels?</p>
        <p>The present work does not claim that reality consists of exactly five levels. The five levels discussed here are those that appear directly or indirectly accessible to human understanding. Higher or lower levels may exist. The cosmological level is therefore not claimed to be ultimate, but only more fundamental than the physical level.</p>
        <p>2.2.10. Why Stop the Hierarchy at the Cosmological Level?</p>
        <p>The hierarchy is not assumed to terminate at the cosmological level. The present work merely identifies the cosmological level as the deepest level presently accessible through inference from physical observations. Further levels may exist beyond current human comprehension, just as biological, psychological, and intellectual realities remain inaccessible to purely physical observation.</p>
        <p>2.2.11. Does the Proposal Reject Modern Physics?</p>
        <p>No. The present work does not reject the mathematical success of modern physics. It accepts the empirical observations and predictive achievements of physical theories [[<xref ref-type="bibr" rid="B5">5</xref>]]. The proposal concerns the ontological interpretation of those observations. The central claim is that physical reality may emerge from a deeper cosmological substrate, just as biological and psychological realities emerge from physical processes.</p>
        <p>2.2.12. Even If the Hierarchy Is Logically Possible, What Scientific Benefit Does It Provide</p>
        <p>A useful theory should not merely provide an alternative description; it should improve understanding of unresolved phenomena. The present framework proposes a common cosmological foundation for physical fields, attraction, repulsion, electromagnetic phenomena, spacetime structure, and hierarchical emergence. Consequently, it offers a unified conceptual framework through which several unresolved questions concerning cosmology and space may be re-examined.</p>
      </sec>
    </sec>
    <sec id="sec3">
      <title>3. STRUCTURE OF SPACE FABRIC</title>
      <p>The previous chapter proposed that physical reality emerges from a deeper cosmological level. The next question concerns the nature of this cosmological substrate. Since the cosmological level is not directly observable, its structure cannot be examined through direct measurement. The present work therefore adopts a philosophical and inferential approach [[<xref ref-type="bibr" rid="B1">1</xref>], [<xref ref-type="bibr" rid="B8">8</xref>]].</p>
      <p>Every entity exists within a supporting medium. Intellectual entities exist within a psychological medium. Psychological entities exist within a biological medium. Biological entities exist within a physical medium. By extension, physical entities are proposed to exist within a cosmological medium. The medium is not merely a passive background; it provides the basis on which entities exist, survive, and interact with one another. It is just like two distinct thoughts interacting through the psychological space fabric. </p>
      <p>The structure of the medium may be inferred from the structures that emerge within it. An entity created and sustained by a medium must remain structurally compatible with that medium; otherwise, it could neither emerge nor survive within it. Since all observations are ultimately observations of structure, the structure of perception provides the starting point for examining the nature of the cosmological substrate.</p>
      <p>A perception comprises two fundamental aspects: quantum and essence (<xref ref-type="fig" rid="fig2">Figure 2</xref>). Quantum indicates availability and identity, whereas essence indicates the character of what is available. The present work adopts a binary philosophical framework in which quantum and essence are each expressed through complementary attributes.</p>
      <p>Quantum is represented by:</p>
      <p><bold>Fullness</bold>: availability without identity.<bold>Hollowness</bold>: identity without availability.</p>
      <p>Essence is represented by:</p>
      <p><bold>Visibility</bold>: diversity without intensity.<bold>Forcibility</bold>: intensity without diversity.</p>

      <p>Although the four attributes are defined separately, they are not independent in operation. They are interrelated aspects of a single perceptual structure [[<xref ref-type="bibr" rid="B14">14</xref>]]. Availability requires identity in order to become recognizable, and identity requires availability in order to become realizable. Similarly, diversity requires intensity in order to become effective, and intensity requires diversity in order to become distinguishable.</p>
      <p>Quantum alone cannot create distinguishable perception, because availability and identity by themselves do not provide the detailed character of what is perceived. Essence alone cannot create realizable perception, because diversity and intensity by themselves do not provide the structural basis of availability and identity. Therefore, both quantum and essence must each possess a binary structure.</p>
      <p>In this framework, quantum is formed by fullness and hollowness. Fullness provides availability, while hollowness provides identity. Essence is formed by visibility and forcibility. Visibility provides diversity, while forcibility provides intensity. A perception becomes complete only when quantum and essence are both involved.</p>
      <p>This can be understood through ordinary perception. When we look at an object, we first recognize its quantum aspect: that something is available and identifiable. Only afterward do we develop the essence of the perception: its details, variations, and intensity. Although this process appears almost simultaneous, the present framework places perception at the transition between quantum and essence.</p>
      <p>For example, if a few simple lines are arranged in a particular way, we may immediately recognize the image as Gandhi. The initial recognition arises from availability with identity. The detailed features are subsequently completed through memory, which supplies diversity and intensity. Thus, perception begins with the quantum recognition of an image and is completed through the essence of its details.</p>
      <p>The present work does not claim that reality must ultimately be binary. Ternary, quaternary, or more complex structures may also be conceivable. However, human cognition appears to operate primarily through binary distinctions, and the hierarchy proposed in this work exhibits a parallel organization across its levels. Consequently, a binary framework is adopted as the simplest accessible model for describing the cosmological substrate.</p>
      <p>Because the medium supports all entities and interactions, the medium itself is inferred to be composed of these attributes in a balanced form [[<xref ref-type="bibr" rid="B14">14</xref>]]. The same attributes subsequently appear in the activations and structures that emerge from the medium. Thus, the cosmological medium, the emitted activations, and the physical fields that arise from them are regarded as different manifestations of the same foundational attributes.</p>
      <p>In the case of field activation, the balance in the space fabric is locally disturbed, producing changes in the medium’s attributive values. The resulting imbalance propagates through the space fabric toward regions where the balance can be restored. Thus, the field and the medium are both composed of the same four attributes. During propagation, visibility supports visibility, forcibility supports forcibility, fullness supports fullness, and hollowness supports hollowness through the cosmological junctions FV, FF, HF, and HV shown in <xref ref-type="fig" rid="fig2">Figure 2</xref>. These junctions tend toward restoring attributive balance, thereby enabling activation and transmission. The detailed structure and operation of these junctions are beyond the scope of the present work.</p>
      <p>In general, empty space is often regarded as something available by default [[<xref ref-type="bibr" rid="B15">15</xref>]]. If emptiness is accepted as a default condition, the origin of its curvature, expansion, and other variations remains unexplained. The present work adopts a different interpretation. Emptiness is not viewed as a void occupied by the space-fabric. Rather, the physical emptiness is created by the cosmological space-fabric itself: not filled but created.</p>
      <p>The term <italic>emptiness</italic> therefore refers to the absence of physical entities, not to the absence of cosmological reality [[<xref ref-type="bibr" rid="B16">16</xref>]]. Physical emptiness is the presence of cosmological space fabric in the absence of physical objects. Consequently, emptiness is not nothingness; it is the enabling medium through which physical existence and activation become possible.</p>
      <p>The four attributes remain balanced within the medium, thereby sustaining its existence. In the case of field activation, this balance is locally disturbed, producing changes in the medium’s attributive values. The resulting imbalance propagates through the space fabric toward restoration of balance. Because both the medium and the activation are composed of the same four attributes, visibility supports visibility, forcibility supports forcibility, fullness supports fullness, and hollowness supports hollowness during propagation. That is how a field composed of the four attributes propagates through the medium. </p>
      <p>The present work therefore distinguishes between physical emptiness and cosmological void. Physical emptiness refers to the space fabric in the absence of physical entities, whereas a cosmological void would correspond to the absence of the space fabric itself. Accordingly, the space fabric is proposed as the foundational cosmological medium from which physical reality emerges and within which all higher levels of reality remain embedded.</p>
    </sec>
    <sec id="sec4">
      <title>4. PERCEPTION PROCESS</title>
      <sec id="sec4dot1">
        <title>4.1. Receiving, Perceiving, and Emitting Cycle</title>
        <p>The present framework proposes that a physical entity operates through a complete cycle of receiving, perceiving, and emitting cosmological activations, as shown in <xref ref-type="fig" rid="fig3">Figure 3</xref>. The cycle is governed through three internal functions: Capability, Time, and Consciousness. Capability is provided by the codes and determines whether the incoming cosmological activation can become physically perceptible. Time provides the rotational sequence of the cycle, moving from 0 degrees to 360 degrees and stimulating the inflow and outflow of the attributes. Consciousness acts as the coordinating governor that maintains the order of reception, perception, and emission. In the present framework, consciousness does not refer to psychological awareness. It denotes the coordinating principle that maintains the ordered sequence of reception, perception, and emission within an entity (<xref ref-type="fig" rid="fig3">Figure 3</xref>).</p>
        <p>The cycle begins with the reception of an incoming E-field and ends with the emission of a corresponding B-field. Throughout this process, the incoming activation remains within a cosmological operational framework. The transition from cosmological activity to physical perception is discussed separately in Section 4.2.</p>
        <p>The incoming E-field enters the entity through the receiving ports. In the E-field, fullness and hollowness form the dominant components, appearing as crest and trough respectively. Visibility and forcibility remain embedded within the field as supporting constituents. Thus, the incoming E-field carries both quantum and essence, although the essence remains subordinate to the quantum during reception, as shown in <xref ref-type="fig" rid="fig4">Figure 4</xref>.</p>
        <p>As the incoming field proceeds through the memory chambers, additional stored information may be associated with the incoming activation. The memory chambers do not create new attributes; rather, they provide contextual information accumulated from previous cycles. This explains why perception may be influenced by prior experiences, temporary impressions, or stored patterns, a possibility long discussed in debates over the relationship between direct observation and prior conceptual influences in perception [[<xref ref-type="bibr" rid="B17">17</xref>]-[<xref ref-type="bibr" rid="B19">19</xref>]].</p>
        <p>The activation then reaches the code barriers. The codes provide the capability required for interaction with the physical domain. Through this process, physically imperceptible cosmological activations become physically perceptible, although physical perception has not yet occurred. At this stage, the activation remains cosmological in nature while acquiring compatibility with physical realization.</p>
        <p>The activation subsequently enters the interaction chamber. Here, the fullness and hollowness components unload their embedded essence constituents. The unloaded essence components originating from both sides of the incoming E-field reassemble within the interaction platform. As a result, visibility and forcibility become available as independent constituents while maintaining their relationship with fullness and hollowness.</p>
        <p>The interaction chamber therefore contains all four attributes simultaneously: fullness, hollowness, visibility, and forcibility. The chamber serves as a temporary platform where quantum and essence coexist in a unified state. The accumulation of incoming information, memory contributions, and code-enabled capability creates a temporary integrated structure available for further processing.</p>

        <p>Following this consolidation, the attributes reorganize into a new configuration. Visibility and forcibility become the dominant constituents, while fullness and hollowness become embedded within them. This reorganization yields the ingredients of the outgoing B-field (magnetic field) detailed by Agrawal [[<xref ref-type="bibr" rid="B20">20</xref>]]. The roles of carrier and rider are therefore exchanged. During reception, fullness and hollowness act as the dominant carriers of the incoming E-field; during emission, visibility and forcibility become the dominant carriers of the outgoing B-field.</p>
        <p>Before emission, the physically perceptible capability supplied by the code barriers is surrendered. The outgoing activation restores its cosmological form while preserving the information acquired during processing. The memory chambers retain the relevant modifications produced during the cycle, while a corresponding outgoing activation may be emitted when required.</p>
        <p>The outgoing B-field leaves the entity through the emitting ports. In this configuration, visibility and forcibility form the dominant constituents, while fullness and hollowness remain embedded as supporting components. The dominant constituents occupy positions orthogonal to those of the incoming E-field, completing the receiving-perceiving-emitting cycle.</p>
        <p>The complete cycle therefore consists of reception, memory association, capability acquisition, interaction, consolidation, reorganization, restoration, and emission. The present section describes the cosmological processing cycle performed by a physical entity. The mechanism through which this cosmological processing becomes physical perception is discussed in the following section.</p>
      </sec>
      <sec id="sec4dot2">
        <title>4.2. Transition from Cosmological Activation to Physical Perception</title>
        <p>The previous section described the complete cosmological processing cycle performed by a physical entity. A critical question still remains: how does a physically imperceptible cosmological activation become a physically perceived physical image?</p>
        <p>The present framework proposes that this transition does not occur during propagation. During propagation, the incoming E-field remains a cosmological activation composed of fullness, hollowness, visibility, and forcibility. Although these attributes are capable of producing physical effects, they are not yet physically perceived.</p>
        <p>As the incoming activation passes through the code barriers, it acquires physical compatibility. The codes introduce the capability required for interaction with the physical domain. Consequently, the incoming activation becomes physically perceptible while remaining cosmological in nature. At this stage, the activation is capable of physical realization but has not yet become a physical perception.</p>
        <p>The transition occurs within the interaction chamber. Here, the incoming quantum components (fullness and hollowness) unload their embedded essence components, which reorganize into visibility and forcibility. As a result, all four attributes become simultaneously available at the interaction platform.</p>
        <p>The simultaneous availability of fullness, hollowness, visibility, and forcibility creates a unified energetic image. Prior to this stage, the attributes exist as distributed cosmological constituents. At the interaction platform, they become consolidated into a single realizable unit. The present work represents the difference between the cosmological and physical states through the factor iota, which denotes physical compatibility. Thus, a cosmological activation becomes physically perceptible through the action of the codes and becomes physically perceived through the consolidation of all four attributes within a single interaction event.</p>
        <p>The resulting image is the first physically perceived reality available to the entity. All subsequent physical observations, measurements, and theoretical descriptions are based upon this realized image rather than upon the preceding cosmological activation. The physical sciences therefore describe the realized outcome of perception [[<xref ref-type="bibr" rid="B1">1</xref>]], whereas the present framework attempts to describe the cosmological process that precedes it.</p>
        <p>In this interpretation, physical perception is not the arrival of an already-formed physical object. Rather, it is the realization of a physically perceptible cosmological activation into a physically perceived energetic image. This image forms the foundation from which subsequent physical processes emerge.</p>
      </sec>
      <sec id="sec4dot3">
        <title>4.3. Universal Application of Capability-Realization Transitions</title>
        <p>The transition proposed here follows the same hierarchical pattern observed throughout the levels of reality. Energy-capable cosmological fields become physical energy only upon physical realization, just as sensing-capable physical energies become biological sensations only upon biological realization, emotion-capable biological sensations become psychological emotions only upon psychological realization, and interpretation-capable psychological emotions become intellectual interpretations only upon intellectual realization. In each case, the lower-level capability is not identical to the higher-level realization; rather, it serves as the substrate from which the higher-level phenomenon emerges. The present work applies this same principle to the transition between cosmological fields and physical energy.</p>
      </sec>
    </sec>
    <sec id="sec5">
      <title>5. FREQUENTLY RAISED QUESTIONS</title>
      <p><bold>A. Why four attributes?</bold></p>
      <p>Answer: Quantum alone cannot create distinguishable perception, and essence alone cannot create realizable perception. Therefore, both require binary structure. </p>
      <p><bold>B. Are the four attributes perceived separately?</bold></p>
      <p>Answer: No. They are separated for cosmological analysis. Physical perception realizes them simultaneously. </p>
      <p><bold>C. Why is fullness discussed first?</bold></p>
      <p>Answer: It is a conceptual ordering associated with reception and lower-entropy demand, not a temporal order of physical perception. </p>
      <p><bold>D. Does the proposal reject electromagnetism?</bold></p>
      <p>Answer: No. It proposes an ontological interpretation of perception while preserving observed electromagnetic behavior. </p>
      <p><bold>E. Are all cosmological fields energy-capable?</bold></p>
      <p>Answer: No. The paper discusses only energy-capable cosmological fields because these participate in physical realization.</p>
    </sec>
    <sec id="sec6">
      <title>6. CONCLUSION</title>
      <p>The present work proposes that physical reality is not the deepest accessible level of existence but emerges from a more fundamental cosmological level. Extending the same hierarchical reasoning commonly used to relate physical, biological, psychological, and intellectual realities, the paper argues that physical energy arises from energy-capable cosmological fields in the same manner that sensations arise from physical energies, emotions arise from sensations, and interpretations arise from emotions.</p>
      <p>To explore this possibility, a cosmological space fabric was proposed as the medium of all physical activations, consisting of the substrate underlying physical reality. The space fabric and the fields propagating through it were described in terms of four foundational attributes: fullness, hollowness, visibility, and forcibility. These attributes were interpreted as the fundamental constituents of quantum and essence, providing a conceptual framework through which cosmological activations may be understood.</p>
      <p>The paper further proposed a receiving-perceiving-emitting cycle performed by physical entities. Within this cycle, an incoming energy-capable cosmological activation undergoes processing through memory, capability, temporal sequencing, and coordinated interaction. The simultaneous consolidation of fullness, hollowness, visibility, and forcibility at the interaction platform was interpreted as the transition through which a physically perceptible cosmological activation becomes a physically perceived energetic image. In this view, physical energy is not treated as a substance transported through space, but as the realized outcome of a cosmological activation within a physical receiver.</p>
      <p>The proposal does not seek to interfere with the empirical results of electromagnetism or with the mathematical structure of Maxwellian theory. Rather, it addresses the ontological question of what may underlie the observed phenomena. The distinction introduced in this work is between physically observed effects and the cosmological processes proposed to precede them.</p>
      <p>The present framework is intended primarily as a philosophical-ontological model rather than an experimentally verified physical theory. Its purpose is to provide a conceptual foundation for interpreting the emergence of physical perception from a deeper cosmological substrate while preserving the established empirical structure of modern physics. Future research may examine whether the proposed framework suggests observational consequences capable of distinguishing it from existing ontological interpretations.</p>
      <p>More broadly, the framework suggests that reality may be understood as a hierarchy of realizations in which each level emerges from the capable manifestations of the level below it. The transition from capability to realization therefore appears not as an isolated physical event but as a universal principle operating throughout the hierarchy of existence. If this interpretation proves useful, it may provide new avenues for examining longstanding questions concerning cosmology, physical perception, and the emergence of reality. The present work is therefore intended not as a final explanation but as an invitation to re-examine the foundations of physical perception from a broader hierarchical and cosmological standpoint. Such an approach may help open new directions for understanding some of the deeper unresolved questions of nature.</p>
