ABSTRACT: The crisis of Local Government autonomy in Nigeria is a recurrent issue. How much autonomy this third tier of government possesses is unclear and uncertain to the extent that it engenders the problem of measurement. In other words, what are the defining characteristics of Local Government autonomy? How can it be evaluated and measured?
