ABSTRACT: Enterprise planning systems rely on accurate forecasting to help organizations streamline operations, distribute resources effectively, and respond efficiently to dynamic market conditions. Nevertheless, conventional forecasting methods tend to be either deterministic rule-based, in which business policies are encoded within the forecasting systems, or predictive models that use techniques from statistics and machine learning. Deterministic systems are transparent and obey policy, but are not flexible to irregular data patterns. In contrast, pure predictive models are likely to make accurate forecasts but often neglect operational constraints, governance policies, and business-specific logic. To overcome these shortcomings, this paper proposes Rule-Orchestrated Forecasting (ROF), a hybrid deterministic-predictive model suitable for enterprise planning contexts. The predictive forecasting models are intertwined within the framework, with rule-based orchestration mechanisms that steer model selection, operational constraints, and alignment with organizational policies. The architecture comprises layers for data integration, predictive forecasting, rule orchestration, decision synthesis, and enterprise system integration. The proposed solution will increase predictability, interpretability, and governance of forecasts in enterprise planning processes as the deterministic rules control and contextualize the results of predictive activities. The paper reveals the opportunities of hybrid forecasting architectures to enable scalable, policy-sensitive, and data-driven decision-making in contemporary enterprise planning systems. In enterprise-scale implementations, this approach is particularly valuable where forecasting must balance predictive accuracy with policy compliance, operational constraints, and auditability across multiple business units.
