ABSTRACT: The construction of New-Era Civilization Practice Centers constitutes a major strategic decision made by the Party Central Committee. It is of great significance for strengthening grassroots ideological-political work, consolidating the Party’s governing foundation, and advancing social harmony and stability. In its vigorous development of New-Era Civilization Practice initiatives, the investigated city has accumulated rich practical experience, which has notably improved local social ethos and ecological environment and enhanced public satisfaction with the government. Nevertheless, challenges persist, including insufficient capital investment, inadequate innovation in program content, supply-demand imbalance, and low willingness to participate among rural residents. Drawing on local realities and aligned with the “Hundred-Counties, Thousand-Towns, Ten-Thousand-Villages Project”, this paper puts forward targeted suggestions for further improvement from the perspective of the functions of New-Era Civilization Practice work for reference.
