ABSTRACT: The increasing demand for accountability, educational effectiveness, and global competitiveness has heightened the importance of quality assurance in secondary education worldwide. Educational planning serves as a strategic mechanism for coordinating educational resources, policies, programmes, and quality improvement initiatives toward achieving predetermined educational goals. Despite extensive reforms in education systems, concerns persist regarding declining learning outcomes, ineffective monitoring systems, inadequate supervision, limited stakeholder participation, and weak evaluation mechanisms. This conceptual paper examines the nexus between educational planning and quality assurance in public secondary schools. Drawing from General Systems Theory, Total Quality Management Theory, and Human Capital Theory, the paper analyses contemporary quality assurance practices and their implications for educational effectiveness. It argues that effective educational planning provides the framework through which quality assurance mechanisms such as monitoring, instructional supervision, teacher professional development, stakeholder engagement, curriculum review, and evaluation systems can be integrated into a coherent improvement strategy. The paper proposes an educational planning-oriented quality assurance framework capable of supporting school effectiveness, teacher productivity, accountability, and students’ learning outcomes. The study contributes to the growing discourse on educational quality improvement and offers policy directions for strengthening secondary education systems.
