ABSTRACT: Digital technology is reshaping the capacity requirements of the water industry, and employee digital competency has become a bottleneck restricting the digital transformation of county water enterprises. This paper takes S water company as a case, based on the “individual-organization-post” three-dimensional analysis framework, combined with industry data and enterprise data, systematically analyzes the key influencing factors and action modes of employee digital competency interpreted from the case. The research shows that within this case, learning motivation, training incentive and digital operation intensity are the most prominent influencing factors, and the combination of the three forms three types of promotion modes: individual-led, organizational complement and comprehensive coordination. According to the different characteristics of the transformed older employees and the young employees of the enterprise, county water enterprises should implement a hierarchical classification strategy, and finally realize the coordinated development of employee ability and digital transformation.
