ABSTRACT: A systematic assessment of the level of ecological civilization development across Guizhou’s prefecture-level cities is a key pathway to advancing the construction of the National Ecological Civilization Pilot Zone and supporting high-quality regional development. Given the shortcomings of existing research indicator systems, this paper introduces public and government attention levels based on Baidu Index, incorporating them into the ecological culture dimension. By combining data from multiple sources—including statistical yearbooks and ecological environment bulletins—the paper constructs a comprehensive evaluation system comprising four dimensions—ecological economy, ecological environment, ecological livability, and ecological culture—as well as 37 secondary indicators. Based on panel data from nine prefecture-level cities in Guizhou from 2011 to 2025, an entropy-weighted TOPSIS model was used for evaluation, and the Dagum Gini coefficient method was employed to analyze regional disparities. The research findings show that, over time, the average proximity index for the nine prefecture-level cities has trended upward. In terms of spatial distribution, Guiyang performs best, followed by Zunyi, while Liupanshui ranks last and Qianxinan Prefecture has regressed. The Gini coefficient reflects a pattern of “the central region leading the way, with the eastern and western regions following”, and the imbalance is becoming entrenched.
