ABSTRACT: Assessment practice in Bahasa Melayu education remains dominated by static, paper-based instruments that yield limited diagnostic information and delayed feedback, despite national reforms that emphasize classroom-based assessment and twenty-first century competencies. This conceptual paper examines how technology-enhanced assessment, and adaptive digital tools in particular, can be designed to improve language proficiency outcomes in Bahasa Melayu education. Drawing on an integrative review of scholarship on formative assessment, computerized adaptive testing, artificial intelligence in education, and language assessment technology, the paper develops the Adaptive Technology-Enhanced Assessment for Bahasa Melayu (ATEA-BM) framework, grounded in formative assessment theory, sociocultural theory, heutagogy, and the Technological Pedagogical Content Knowledge model. The framework comprises six design principles and a four-layer system architecture that connects a Bahasa Melayu domain model, a learner model, an adaptive engine, and a feedback and reporting layer across the four language skills of listening, speaking, reading, and writing, together with grammar and vocabulary. The framework is specified for upper primary (Year 4 to Year 6) and lower secondary (Form 1 to Form 3) learners of Bahasa Melayu, including those who study the language as a second or additional language, and it sets out the evidence required before a subskill may be diagnosed, safeguards governing automated analysis of writing and speech, and a boundary between formative adaptive practice and adaptive measurement intended for formal reporting. The central argument is that adaptivity should be conceptualized not merely as psychometric item selection but as a pedagogical mechanism for personalizing feedback, scaffolding learner self-regulation, and supporting teacher decision making. Implications for classroom practice, teacher professional development, and national assessment policy are discussed, and a research agenda for validating the framework is proposed. The paper contributes a theoretically grounded design blueprint for researchers, developers, and policymakers seeking to modernize assessment in Malay language education.
