ABSTRACT: The quality of an internal governance system within grassroots units of a military organization not only determines the enthusiasm of its personnel in carrying out their daily work but also serves as a powerful lever for advancing the development of the military organization. This paper constructs an initial evaluation framework based on the *Checklist for the Implementation of Routine Work in Grassroots Units*, comprising five theoretical dimensions (loyalty, combat proficiency, Proactive Responsibility, Mission Performance, and Integrity) based on the *Checklist for the Implementation of Routine Work in Grassroots Units*. A questionnaire survey was conducted using personnel from grassroots units as the data sample. Exploratory factor analysis employing principal component analysis and maximum variance orthogonal rotation was applied to validate the dimensional structure, screen and optimize the evaluation indicators, and test the scale’s reliability and construct validity. This ultimately resulted in a quantitative evaluation system comprising 15 secondary indicators and 42 scoring criteria. This study aims to bridge the gap between institutional requirements and the behavior of stakeholders, transforming abstract governance requirements into quantifiable and actionable governance indicators, and introducing a replicable, evidence-based assessment tool to drive the shift of grassroots governance from subjective judgment to data-driven decision-making.
