  ABSTRACT: Digital transformation has increased electronic records, long-term preservation demands, and evidence-based governance needs. This conceptual study develops a maturity assessment framework for digital archives management, primarily for public archives, institutional archive rooms, and university archives. Drawing on CMMI, information governance and e-government maturity models, and digital preservation practices, it compares international and Chinese approaches and constructs a five-level model covering six capability domains: strategic governance, institutional standards, human resources and organizational capability, technical infrastructure, business processes and data management, and security and risk management. It also specifies domain-level evidence, a conservative lowest-domain rule for overall classification, and staged improvement paths. The framework moves assessment beyond static compliance checking toward continuous capability development while remaining subject to expert review, pilot application, and empirical validation.
