ABSTRACT: This study proposes a conceptual framework for value-oriented English education in Chinese vocational universities. Drawing on constructivist learning theory, intercultural communicative competence, experiential learning, and holistic education, the framework integrates language competence with professional development, cultural identity, and social responsibility. It explains how values can be embedded into curriculum objectives, teaching content, learning activities, reflection, and assessment rather than being added as separate instruction. The study provides a theoretical foundation for curriculum reform and future empirical research in vocational English education.
