ABSTRACT: New-quality productivity constitutes the core driving force for high-quality regional development, and region-specific promotion of collaborative empowerment by multiple stakeholders represents a critical pathway to foster new-quality productivity. Taking Shaanxi Province as the research sample and adopting a regional heterogeneity perspective, this paper compares the resource endowments, industrial characteristics and development status of three major regions—Guanzhong, Northern Shaanxi and Southern Shaanxi—and sorts out the practical effects of multi-stakeholder initiatives in empowering new-quality productivity across the province. The study identifies common challenges prevailing throughout Shaanxi, including homogenized empowerment philosophies, ambiguous division of rights and responsibilities among stakeholders, unbalanced factor allocation and insufficient cross-regional collaboration. In addition, each region faces distinctive dilemmas: inefficient commercialization of scientific and technological achievements in Guanzhong, sluggish industrial transformation in Northern Shaanxi, and shortages of high-end production factors in Southern Shaanxi. Aligned with regional development positioning, this paper constructs differentiated empowerment pathways for each region and a cross-regional integrated linkage system, and improves supporting guarantee mechanisms covering five dimensions: institutions, resources, operational mechanisms, incentives and supervision. The research outcomes not only deliver actionable solutions for Shaanxi to coordinate regional development and efficiently cultivate new-quality productivity, but also provide theoretical references and practical experience for other provinces with prominent intra-provincial regional disparities nationwide.
