ABSTRACT: The rapid advancement of artificial intelligence is fundamentally reshaping international cooperation in talent development, particularly in economics and management at applied universities. This transformation calls for a fundamental rethinking of how applied universities engage with international partners to develop talent in these fields. Existing scholarship on “five-dimensional synergy” has largely focused on enumerating its constituent elements, offering limited theoretical elaboration or empirical testing of the interactive mechanisms among its dimensions. To address this gap, we construct a five-dimensional synergy framework—comprising policy support, technological empowerment, cultural integration, ecological synergy, and capacity building—grounded in an integrated theoretical perspective drawing from synergetics and system dynamics. The framework generates three testable hypotheses concerning feedback loops among the five dimensions. These hypotheses are empirically tested through a case study of the School of Economics and Management at Beijing Institute of Petrochemical Technology, drawing on fieldwork conducted between 2023 and 2026. Our analysis draws on in-depth interviews with 59 respondents across four stakeholder groups: 22 faculty members, 5 administrators, 22 enterprise representatives, and 10 students and graduates. Loop hypothesis testing focuses on the 22 faculty respondents, as they are the primary agents directly implicated in the feedback mechanisms under investigation. Evidence from other stakeholder groups is used for contextual triangulation and to diagnose specific dilemmas reported in Section 5.4. All counts and percentages appearing in the manuscript refer to the full sample of 59 unless explicitly noted otherwise. Examining the operational status of each of the three feedback loops, the findings reveal that all three receive partial empirical support, though each exhibits distinct patterns of disruption. Loop 1, policy ↔ technology, operates as a unidirectional mechanism in which policy drives technology adoption but technological feedback fails to inform policy revision. Loop 2, technology ↔ capacity, shows supply-driven momentum hampered by stalled transformation. Loop 3, culture ↔ ecology, demonstrates that surface-level integration is achievable while deep-seated synergy remains elusive. The disruption of loop operating conditions—insufficient start-up costs, delayed information feedback, and inadequate system resilience—constitutes the underlying cause of loop failure. The feedback-loop interactive model proposed herein advances the five-dimensional synergy framework beyond a static checklist of elements toward an analytically coherent structure with internal causal linkages, offering both a theoretical instrument and a practical reference for innovating international cooperation models at applied universities.
