ABSTRACT: From 1850 onwards, the need to modernize agriculture was first raised in Spain. The politicians of the time realized that to achieve this objective, it was necessary to have more water available to reduce the dry land areas and allocate them to production. Some politicians such as Mendizábal, Azcárate, Costa Martínez, and their followers, proposed the obligation to build reservoirs so that sufficient water could be available.
