ABSTRACT: In response to the challenges of insufficient innovation in college English teaching, this study guided by the “student-centered” concept, constructs an OCPME-R model featuring a five-dimensional reconstruction of teaching objectives, content, process, methods, and evaluation, coupled with reflection-driven optimization, to advance college English teaching reform. Based on the teaching practice of the “Smart City” unit in the Comprehensive English course, the study implements three-dimensional objective setting, multimodal resource integration, production-oriented process design, a multi-pronged approach to teaching methods, and a diversified evaluation system. These measures have enhanced teaching satisfaction and goal attainment, while fostering students’ critical thinking, collaboration, and other competencies. Through its systematic reconstruction and continuous reflection mechanism, the model provides a replicable practical paradigm for implementing the “student-centered” concept and improving teaching quality in college English, offering valuable insights for foreign language teaching reform in higher education.
