ABSTRACT: The shift of the focus of social governance to the grassroots level has established the importance of volunteer services in the grassroots governance system, yet insufficient participation, poor continuity, and limited professional level have troubled grassroots practices. The study collected data through participatory observation and semi-structured interviews, using the “Lei Feng Mutual Aid Society” as the research subject. Based on the gamification framework and self-determination theory, it constructs a volunteer service management mechanism centred on intrinsic motivation, and combines practices such as the “Flourishing Action” to systematically explore the application of elements like points, badges, and leaderboards in the entire process of recruitment and motivation. The study shows that gamification design can effectively transform obligatory participation into an immersive experience, enhance the motivation of young volunteers, and empower the modernisation of community governance through diverse collaboration, cultural integration, and capacity building, forming a virtuous cycle of “service-governance-culture” and providing a practical path for innovating a long-term mechanism for volunteer services.
