ABSTRACT: This study develops a comprehensive framework for integrating Ideological and Political Education (IPE) into the Public Speaking course in Chinese colleges. Drawing on both Chinese “Curricular Synergy” and Western theories of rhetorical ethics, constructivism, and critical pedagogy, it proposes a three-dimensional model encompassing curriculum, pedagogy, and teacher development. The findings highlight that value cultivation and communicative competence reinforce each other through reflective practice, offering an actionable pathway for holistic education reform.
