ABSTRACT: This study examines localization strategies for cultural and creative industries in the context of globalization. As cultural homogenization trends intensify, localization has become crucial for maintaining distinctiveness and competitiveness in cultural and creative industries. The paper first elucidates the defining characteristics of cultural and creative industries and their unique position within the dialectical relationship between globalization and localization. Through SWOT analysis, it thoroughly examines the opportunities and challenges facing the industry, such as global market expansion, technological innovation, and cultural exportation, as well as challenges including funding limitations, lack of international experience, and talent drain. Based on this foundation, localization strategies are proposed at both governmental and enterprise levels. At the governmental level, these include formulating supportive policies, strengthening intellectual property protection, and establishing industrial parks. At the enterprise level, the focus is on cultural resource mining, technological innovation application, and brand building. By analyzing successful cases from Chinese animation, Japanese gaming, and Korean popular music, key success factors such as integration and innovation, technological application, and brand shaping are identified. The research concludes that successful localization strategies must strike a balance between maintaining cultural characteristics and adapting to global markets, providing theoretical guidance and practical insights for the sustainable development of cultural and creative industries amidst globalization.
