  ABSTRACT: There is ample evidence that Community-Based Organizations (CBOs) play an increasingly important role within the child welfare system, yet not much is known about the factors that contribute to the development of successful CBO collaboratives in the field. This paper explores factors that contribute to Collaborative stability using data from 41 collaboratives that used the Matrix Outcomes Model between 2002 and 2022. The data analysis and interviews with 3 collaborative coordinators revealed that while leadership and worker characteristics were identified as contributing factors for a collaborative’s success, a common data system and standardized case-management protocols were crucial in the development of the studied collaboratives. In addition, we found that the role of the funding agency as the collaborative coordinator may have implications for the collaboratives’ stability during the development phase and long-term sustainability.
