ABSTRACT: Negative emission technology is an important choice to achieve the goal of carbon peak carbon neutrality. With the increase of emission reduction pressure, the development of various negative emission technologies has been put on the agenda, but the corresponding governance problems have also become prominent. Based on the introduction of negative emission technology, this paper analyzes the principles to be followed in the development of negative emission, including the principles of cost-effectiveness, ecological footprint minimization and social acceptance. Based on the above principles, the paper puts forward the main countermeasures to promote the healthy development of negative emission technology.
