ABSTRACT: The focus of this paper lies on the potential of
innovations carried out at the municipal level during crises to strengthen
their resilience. It aims at understanding innovation-based mechanisms and
their contribution to local resilience better. Examples of municipal
innovations performed during the COVID-19 crisis are considered. This allows drawing some observations making the link between municipal innovations and local resilience to crises.
The paper concludes with a research agenda linking municipal innovations and
local resilience.
