ABSTRACT: When it comes to war, communication is ultimately a political communication issue. Political communication during war reflects the political interests and goals of all parties involved and serves as a medium for reflecting the war. Political communication has played a significant role in various forms throughout wars, from World War I to the current “Russia-Ukraine Conflict”. In this conflict, public opinion has become a critical factor that affects the direction and outcome of the conflict, replacing its previous role as an auxiliary element of military action. The weaponization of social media in the “Russia-Ukraine Conflict” has created a new international political communication scene, indicating a shift from macro political propaganda to micro political communication. This means that social media, which is primarily used by individuals, is profoundly changing international political communication, which has traditionally been based on mass communication. The “Russia-Ukraine Conflict” provides valuable insights for China’s international political communication, emphasizing the need for the academic community to develop a high level of theoretical awareness regarding “international political communication”. Additionally, China should utilize excellent international political discourse skills to evade Western media’s “discourse trap”, respond to and counter questioning and defamation of China, strengthen the construction of internet information platforms, master the sovereignty of cyberspace, and view social media as a strategic factor for national security.
