ABSTRACT: Off-campus training and extracurricular tutoring are called “shadow education” in the world, which is like the shadow of mainstream education, and the trend follows. In recent years, “shadow education” has developed rapidly in China. Parents and students have a heavy burden and have attracted much attention from scholars and society. In February 2018, the Ministry of Education and other four departments issued the Notice on Effectively Reducing the Extracurricular Burden of Primary and Secondary School Students and Carrying Out Special Governance Actions for Off-campus Training Institutions, which opened the way to legislating and standardizing “shadow education”. In this paper, a YZ policy process analysis model is constructed, and a field investigation is conducted on the W area of C City. The results show that the scientific and effectiveness of policy texts need to be strengthened in the governance policy field of off-campus training institutions, the lack of long-term governance mechanisms between governments and enterprises, the mismatch between supply and demand, the response of institutions with “opportunities”, and the burden on parents and students have not been reduced. It is pointed out that the implementation effect of the special governance policy of “shadow education” is the behavior and practice process of people in the policy field to pursue their own limited needs, which provides a reference for the further governance of off-campus training.
