ABSTRACT: This
paper proposes three main problems in the allocation of higher education
resources under the current incremental drive: the limitations of incremental
drive, the lack of coordination of incremental stock, and the poor effect of
stock allocation. It also analyzes the
causes of the problems from three aspects: concept solidification, institutional
constraints, and institutional limitations. Finally, the paper proposes the key
points of future reform from three aspects: establishing a broad financial
concept, strengthening overall financial governance, and reasonably allocating
control authority.
