ABSTRACT: This paper selects the “learning but not” phenomenon in primary and secondary school physical education as the research problem. This paper believes that the reasons for the phenomenon of “learning without learning” need to consider from three aspects: schools, teachers and students, so as to conduct research and analysis on these three aspects. Finally, the future prospect is made from four perspectives: the status of physical education curriculum, scientific physical education teaching, physical education curriculum function and students’ subject status.
