ABSTRACT: With the declining rural society and the worse rural governance, carrying
forward the culture of rural sages and enhancing the endogenous governance in
rural areas are keys to realizing the “rural revitalization strategy” and building “beautiful
countryside”. This paper is to clarify the connotation of “rural sage” and
discuss why and how to carry forward its culture and strengthen rural
endogenous governance under the dilemma of rural governance. Finally, taking
the development of Rural Sages Council and the improvement of rural governance
in Yunfu City, Guangdong Province as an example, the author enhances the advanced experience.
