ABSTRACT: The right to housing is more than “the right to a roof and four walls”: it is the right to decent housing that, in order for it to be so, makes it necessary to comply with a wide set of requirements, which demonstrate the complexity of the actions needed to reach it. This text places particular emphasis on urban policies and land-use planning instruments, which are placed as relevant tools to achieve the public housing policies that guarantee the right of everyone to decent housing.
