ABSTRACT: The development of network technology allows traditional bullying behaviour to extend into the network space and transform into a new type of campus bullying, called campus cyberbullying. Campus cyberbullying is a subcategory of campus bullying, presenting characteristics of space, time, and anonymity that are different from campus bullying, and it is more potentially harmful to the growth of teenagers. The current governance mode has three practical dilemmas: protection, performance and legitimacy. The governance of cyberbullying should develop a responsive mode of cooperative governance and give full play to its governance advantages, such as timely responses, good governance, and cooperative governance, to meet the needs of modern social governance. Moreover, it is necessary to construct and perfect the corresponding system and mechanisms to realize in advance the system innovation of precaution, intervention and post-treatment, thus improving the mechanism of information guarantees and promoting cooperation.
