  ABSTRACT: The paper demonstrates the lasting weakness of Greek public services management to motivate the Greek public employees. Especially in the case of the highly publicized independent autonomous authorities established in recent years, the lack of staff motivation cannot be attributed as a political responsibility of the Greek government but only the appointment of their top management on a case-by-case basis. On the issue of the Independent Authority of Public Revenue, a public autonomous organization with many efficiency expectations due to its independent management, the lack of substantial motivation of human resources creates questions for the achievement of its objectives. The main purpose of the paper is to highlight the I.A.P.R.’s inability to motivate its employees, by applying classical and/or modern motivation models, despite the independence of its management.
