  ABSTRACT: The development of Talent is the base of rural prosperity. YongNing township of WanYuan City, a national poverty county, is chosen for this research. Through the interview with village cadres, villagers and some leading local authorities, the author realizes its problem in the development of talents, and puts forward some solutions to help local government to introduce and retain talents in order to realize rural revitalization.
