ABSTRACT: A ban over acquiring information from fluctuations alone is considered. A fundamental value of that ban is its model independence, i.e. it is impossible to acquire information out of fluctuations alone both within the frame of the traditional statistical approach and within the frame of the recently introduced theory of boundedness.
