ABSTRACT: While the comprehensive reform policies of private education have achieved remarkable results, further reforms are needed to promote the better development of non-governmental education. The research group carried out fieldwork in 25 schools in city X, where the policy implementation, effects of implementation, existing problems and causes were all thoroughly analyzed. The results show that classified management, teachers’ social insurance and government purchase services have been properly implemented. However, limited school autonomy, inequality of payment between teachers of private and public schools, investment and financing difficulties, lack of financial support, and limited land share remain serious problems. Therefore, it is argued that the allocation distribution for public and private schools should be adjusted, the team dynamic of private school teachers should be further strengthened, and schools should be administered independently. It also requires broadening the investment and financing channels, adopting a system of mixed ownership, and developing an innovative system to manage schools. The first step in this process requires following the direction of optimizing the quality of private schools and achieving equalization with public schools. Second, existing mechanisms should be enhanced to link government, department-coordination, grassroots innovation and the participation of the public. Third, according to the specific regional situation, resources should be allocated to promote the formation of mutual development patterns for public and private education in China.
