ABSTRACT: The paper analyzes the policy implementation effect of the mobility of urban and rural teachers in the compulsory stage by using the data from P province in China. We find that there are some problems in the process of the implementation of the teacher mobility policy, including passive attitude toward teachers, insufficient capital investment, ineffective implementation and so on. The main reason is that there is failure on the part of the government about government policy supply and the actual implementation. Based on this, we propose appropriate policy recommendations.
