1After the Islamic revolution in Iran, a five-year plan was drafted by the central government with the aim of economic, social and cultural development of the country. This plan is upgraded every five years by the government and must be approved by the parliament. As a result of that, in 2010 the fifth development plan was announced by the government and subsequently, one year later, approved by the Iranian parliament (ICARC, 2011).
